K-12 Testing

Chicago’s Parents United for Responsible Education (PURE) has asked the Office of Civil Rights (OCR) of the U.S. Department of Education to reopen the complaint PURE initially filed in October 1999 against the Chicago Public Schools (CPS) over the use of the Iowa Tests of Basic Skills to retain students in grade (see Examiner, Winter 1999-2000). Following the first complaint, CPS promised to make some changes in how test scores were used for grade promotion decisions. The request to re-open the case follows continuing misuse of tests and failure to provide clear information to parents, violating CPS’ agreement with OCR.
