George Wood, Linda Darling-Hammond, Monty Neill and Pat Roschewsky have written Refocusing Accountability: Using Local Performance Assessments to Enhance Teaching and Learning for Higher Order Skills. This paper explores how and why the federal government can support such assessments, and includes examples from the U.S. and other nations. An appendix includes. Detailed legislative recommendations, a set of criteria such assessments should follow, and a short bibliography complete this briefing paper to Congress. The report should be of use to state activists, and it complements the report of the Expert Panel on Assessment (see article, this issue).
