Congress Passes "No Child Left Behind" Overhaul, Creates Openings for State-Level Change

After years of delay, the U.S. Congress passed a bipartisan bill to reauthorize the Elementary and Secondary Education Act, now called the "Every Student Succeeds Act." Though far from the kind of reforms demanded by the surging national test resistance and reform movement, it does create an openings for activists to push at the state level for assessment and accountability reforms.
